Leo Hegarty, Executive Director
Leo Hegarty is the current Executive Director for the Pennsylvania DUI Association where he oversees the daily operations of the many facets of the Association. Prior to his current role, Leo was a Regional DUI Program Administrator with the Association for three years after retiring from the Pennsylvania State Police. Leo served with the Pennsylvania State Police for 25 years, retiring in September of 2019 at the rank of Lieutenant. As a Trooper he was often recognized by his Troop’s Command Staff as one of the Troop leaders in impaired driving enforcement. Impaired driving enforcement was a focus of his state police career where he became a SFST Instructor, an Alcohol Breath Test Instructor, as well as one of Pennsylvania’s first Drug Recognition Experts (DRE) and DRE Instructor. Leo has been instructing impaired driving enforcement related classes for over 20 years and stays abreast of current trends in his current role as well as maintaining his DRE certification.
Megan Evans, Accountant
Megan joined the PA DUI Association in 2005 and is responsible for all financial activities such as accounting, financial reporting & analysis, budgeting and annual audit. She also handles the human resources/benefits coordination for PA DUI personnel. Megan graduated with honors from York College of Pennsylvania in 1995 with a Bachelor of Science degree in Accounting and has over 25 years of professional experience with non-profit accounting and taxes.
DUI Technical & Training Services
Liane Petras
Liane began working for the Association in July of 1997 and is the Workshop Coordinator for the DUI Technical & Training Services Contract. Liane schedules and prepares the certification trainings for the Alcohol Highway Safety School (AHSS) Instructors & Court Reporting Network (CRN) Evaluators throughout the Commonwealth. In addition to certification trainings, she schedules and prepares the recertification trainings for AHSS Instructors/CRN Evaluators who need continuing education credits. When not working on the Tech Services Contract, Liane also helps coordinate some of the DUI Association’s special events including the Annual Meeting, the DUI Victims Memorial 10K Run/Walk and scheduling the Safety SIMulator.
Wendy Whitehaus Cole
Ms. Cole is the Assistant Executive Director for the Pennsylvania Driving Under the Influence (DUI) Association. She has worked for the Association for over 33 years and fulfilled a variety of roles during that time. Her experience includes program management, curriculum development, grant writing, communications, membership development, conference planning and more. Education and prevention of underage drinking have always been a priority for Ms. Cole. She was one of the first State SADD Coordinators for Pennsylvania over 25 years ago. The project most near and dear to her heart is the DUI Victims Memorial Garden, where she has kept track of each of the 2,300 bricks engraved with a DUI victim’s name.
Ignition Interlock
Eileen Lee, Director
J. Eileen Lee has been employed with the Pennsylvania DUI Association as the Director of Ignition Interlock Quality Assurance since 2014. She has spent over 30 years in the probation and parole field with the Florida Department of Corrections and Dauphin County Adult Probation and Parole. During her tenure at Dauphin County, Ms. Lee worked with the Dauphin County District Attorney’s office as an evidentiary breath testing officer for over 25 years, and as Coordinator and facilitator of the Alcohol Highway Safety program for 24 years. She served on the board of Directors for the PA DUI Association from 2008 to 2014. Ms. Lee is a graduate of Penn State University where she earned a Bachelor’s degree in Public Policy.
Aaron Gold
Aaron J Gold is a Technician for the Pennsylvania DUI Association’s Ignition Interlock Quality Assurance Program. Aaron has been with the Pennsylvania DUI Association since 2019. Prior to joining the team at the DUI Association Aaron retired from the City of Harrisburg Bureau of Police. After leaving the City of Harrisburg, he worked part-time at Dauphin County CID’s D.U.I. enforcement and booking program as well as a full Probation Officer for Dauphin County. Today in addition to his duties at the DUI Association, Aaron is on the Board of Directors for AIIPA (Association of Ignition Interlock Program Administrators) and an instructor for Dauphin County’s Alcohol Highway Safety School.
Phil Reisinger
J. Philip Reisinger has been employed with the Pennsylvania DUI Association as an Ignition Interlock Quality Assurance Technician since 2019. He has spent 30 years in the probation and parole field as an Assistant Supervisor with Dauphin County Adult Probation and Parole. During his tenure at Dauphin County, Mr. Reisinger worked with the Dauphin County District Attorney’s office as an evidentiary breath testing officer for over 25 years, and as the maintenance technician for all breath testing devices for the county. Mr. Reisinger also assisted development and oversaw the implementation of the Dauphin County Ignition Interlock Program, and the GPS house arrest, and alcohol monitoring programs. Mr. Reisinger is a graduate of Eastern Kentucky University where he earned a bachelor’s degree in Police Sciences.
Russell Young
Russell Young is a graduate of Clarion University with a Bachelor of Arts Degree in History. Russell has been employed with the Pennsylvania DUI Association for eighteen years, as a Quality Assurance Technician for the Ignition Interlock Program. Russell provides technical assistance to the Ignition Interlock Companies and installers in the Commonwealth. Russell collects statistical data that gets disseminated to state and federal agencies and also provides training and assistance to various agencies such as Probation and Parole, Law Enforcement, and Criminal Justice Professionals. Russell is also involved in testing the interlock devices approved in the State.
Law Enforcement Services
Dave Andrascik, State DRE Coord.
Dave Andrascik is the Pennsylvania State Coordinator of the Drug Evaluation and Classification Program (DECP). In addition to coordinating the state DRE Program, he provides training in Drug Impairment Recognition, Advanced Roadside Impaired Driving Enforcement, Standardized Field Sobriety Testing, and various Instructor trainings. In addition to training Pennsylvania Drug Recognition Experts, he has assisted with training in Michigan, Ohio, Maryland, Delaware, Virginia, New York and Louisiana. Andrascik retired as a PA State Police Corporal in 2015. During his tenure, he managed the PSP Impaired Driving Enforcement programs (Sobriety Checkpoints and DUI Roving Patrols), as well as coordinating all impaired driving enforcement related training. Prior to his enlistment in the Pennsylvania State Police in 1993, he served the United States Army as a Military Police Officer. Andrascik has served the PA DUI Association as a member, as the Region 3 Chair, as a member of the Board of Directors and served a short time as the President of the Executive Board prior to being an Association employee. Andrascik was the first certified DRE in Pennsylvania, and the first PA DECP state coordinator.
Jim French, Region 1 RPA
Jim French, Baltimore County Police Department, Officer First Class (retired) serves as the Regional DUI Program Administrator for Region 1. Officer French was a decorated member of the Baltimore County Police Department having served much of his career in patrol and specialized units. He excelled in DUI enforcement and received several DUI/ M.A.D.D Awards. Jim is a Drug Recognition Expert (DRE), DRE Instructor and Level 3 Traffic Crash Reconstructionist. During his 29-year career, Jim has been involved in thousands of DUI arrests and he was a Traffic Homicide Investigator for 7 years. He has been recognized as an Impaired Driving Expert and a Crash Reconstruction Expert in the Maryland District and Circuit Court System. Jim also previously served as a consultant for the PA DUI Association instructing hundreds of police officers in Impaired Driving Enforcement and the certification of Drug Recognition Expert Students from Pennsylvania and numerous other states.
Tom Koebley, Region 2 RPA
Tom Koebley, Region DUI Program Administrator for Region 2, is a retired Corporal from PA State Police after 20 years of service. He served at Embreeville, Lancaster and York stations, and has received several accommodations for DUI enforcement and proactive patrol. He became a certified DRE in 2007 (the 3rd DRE class in PA) and has qualified multiple times as an expert witness in county court. Tom was a traffic unit instructor at the PA State Police Academy for 5 years; 4 of the 5 years at the Academy he served as the Traffic Unit Supervisor. During his time at the Academy, he completely changed the way SFST instruction was conducted at the academy, giving law enforcement officers a better understanding of the effects of alcohol and impairment.
Tammy Kohr, Administrative Assistant
Tammy Kohr is the Administrative Assistant for Law Enforcement (LE) under the Statewide DUI Coordinator Program Grant. Her responsibilities include setting up training courses, registering participants for courses, preparing materials for the law enforcement training courses and provides support to the (5) Regional DUI Program Administrators (RPA). Prior to her position with the DUI Association, Tammy worked for PennDOT for 33 years. Tammy held various positions during her time with PennDOT, last serving as the Section Manager for Judicial & Information Services. During her spare time, Tammy likes to spend time with her grandchildren.
Shawn Noonan, Region 3 & 4 RPA
Shawn Noonan is currently a Regional DUI Program Administrator for Regions #3 and #4, a position he has held since October of 2021. Shawn comes to the Pennsylvania DUI Association as a 1994 Graduate of Penn State University where he had a double major in Qualitative Business Analysis and Administration of Justice. After Graduating from the Penn State, Shawn enlisted in the Pennsylvania State Police. During his career with the Pennsylvania State Police, Shawn received multiple accommodations for his work on Homicide Task Forces along with events on the National Level. Shawn took a promotion to Corporal and during that time became highly involved with DUI enforcement. He took over all DUI checkpoint/roving operations at his station and decided to lead from the front. He also became a Drug Recognition Expert and Drug Recognition Expert Instructor. During his 18 years as a Corporal, he received the top gun nomination seven times for his efforts in DUI enforcement and three times for his work as a DRE. In 2021, Shawn had the honor of leading the County with the most Drug Influence Evaluations conducted. Shawn served as a consultant with the DUI association since 2018 before taking his current position upon retirement from the Pennsylvania State Police.
Maggie Nunley, Region 5 RPA
Maggie Nunley is the Region 5 DUI Program Administrator for the Pennsylvania DUI Association. She is an active municipal police officer, currently in Fayette County. She received the Valor Award and Life Saving Award in September 2018. She has worked with the Attorney General’s Office and Drug Enforcement Administration on drug-related investigations. She studied at the University of Pittsburgh in Anthropology. Maggie was trained in criminal investigations and was a field training officer. She became a Drug Recognition Expert in 2018 and later become a Drug Recognition Expert Instructor. She has been an active instructor with the Pennsylvania DUI Association as an instructor since 2021.
Cathy Tress, Region 6 RPA
Catherine Tress works in the Law Enforcement Services Division of the PA DUI Association as a Regional DUI Program Administrator, (RPA). Starting in February 2005, she was originally hired as one of two statewide DUI Law Enforcement Liaison positions. During that time, she created and coordinated a new training concept under the PA DUI Association statewide increasing training, streamlined and simplified required and necessary training for law enforcement. Prior to the Association, she worked for PennDOT as a Safety Press Officer in the Pittsburgh District 11-0 office from October 1999 to February 2005. Throughout her highway safety career, she has received multiple awards from PennDOT and the National Council on Alcoholism and Drug Dependence, Inc. As an RPA, she aids PTS projects within her Region 6 county area with strategy, oversight in partnership with PennDOT, quality assurance, and provides technical services as a resource for police traffic services for impaired driving initiatives. She has been invited to participate in every PA strategic highway safety planning process since 2003, a state requirement by NHTSA to file every 5 years. Before highway safety, Catherine worked for a state representative as an outreach and public relations specialist. As a DUI crash survivor, she brings experience, knowledge and passion while working toward the overall goal of saving lives on PA roadways.
